Title of Job: Employment Services Program Manager
Position Description: The Employment Services Program Manager determines and formulates policies and provides overall direction of AIFC employment counseling services.
Major Areas of Responsibility: The Employment Services Program Manager responsibilities includes working with board members, organization officials, or staff members to discuss issues, coordinate activities, or resolve problems related to capacity and service delivery to Ramsey County American Indian MFIP and YouthLead participants.
Specific Job Tasks:
Review reports submitted by staff members to recommend approval or to suggest changes
Prepare budgets for approval, including those for funding or implementation of programs
Prepare or present reports concerning activities, expenses, budgets, government statutes or rulings, or other items affecting program services
Direct, plan, or implement policies, objectives, or activities of AIFC to ensure continuing operations, to maximize returns on investments, or to increase productivity
Analyze operations to evaluate performance of AIFC employment programs and its staff in meeting objectives or to determine areas of potential cost reduction, program improvement, or policy change
Implement corrective action plans to solve organizational or departmental problems
Coordinate the development or implementation of budgetary control systems, recordkeeping systems, or other administrative control processes
Negotiate or approve contracts or agreements with MFIP, Ramsey County or other organizational entities
Interpret and explain policies, rules, regulations, or laws to organizations, government or corporate officials, or individuals
Serve as liaisons between AIFC, shareholders, and outside organizations
Required Knowledge, Skills and Abilities:
Extensive Knowledge of MFIP program policies and regulations
Knowledge of the YouthLead program
Excellent written and verbal communication skills
Strong interpersonal skills with range of populations
Superior organizational and problem resolution skills
Strong basic computer software (MS Office) skills
Persuasive sales techniques both over the phone and in person
Ability to interact effectively as a member of a team and work collaboratively with other departments
Ability to listen to customers (e.g. students, staff, etc.) and to understand and respond positively to their requests
Ability to plan, coordinate, monitor and motivate the activities of others
Ability to pay attention to details in designing, implementing, and maintaining systems, projects and programs
Education and Experience:
Bachelor's degree required; master's degree in a related field desirable
Five or more years of strong management experience and/or employment/career counseling experience in a corporate, non-profit or academic setting; at least three years of MFIP management experience required.
AIFC is a low noise facility (under 30 dB) and has private offices and conference rooms.
